We had this problem when restoring a virtual site with a tarball. The new
virtual sites were in different directories (ie; site10 was now site15).
Upon restore, the ownership of the files were incorrectly set - site15 now
had files for site10. The monitor would flash but the disk space usage
showed green.
You may have a similar problem where files in a virtual site are exceeding
quotas for that site but are owned by someone else.
