This may not be the usual Relaying Denied error but a spurious error. This
reminds me of similar error I came across before but I am not sure whether
it is the same problem here. I assume that you are using sendmail 8.9.3.
I could not send mail to some external email addresses which had a dot as
part of the username.
I didn't find a fix to the problem. The problem went away when sendmail on
the RAQ3 was upgraded to the latest version.
