Thanks for the links.. they are helpful but..
I didn't see any mention of how to install a PKG file from the Command
Prompt. Did I miss the link?
FYI - Without the web service running I'm unable to install a PKG file
through the GUI.

wget is the command to retrieve a file so searching for wget
http://list.cobalt.com/pipermail/cobalt-users/2001-April/042300.html
Then you should be able to run the file.
