We might be getting there.
Nofile, /etc/admserv/htdocs/.cobalt/sysManage/index.html
gotfile /usr/admserv/html/.cobalt/sysManage/index.html

So, somewhere I must have a link to the wrong place.
No mention in httpd.conf of any /etc/adm.*
Looked in /etc/admserv/conf/http.conf
There is a line
ServerRoot "/etc/admserv"
Looked in the backup (Good boy!)
There is a line
ServerRoot /etc/admserv
Note, No quotes aound the backup copy.

Thoughts?
