Yes, but that is the reason to run both "blacklist" and "whitelist" services
so that if you block (add to the tables) a "good" guy they are not really
blocked, but you get the email letting you know what is going on, the IP, and
the attempted data (mail message) so you can report it effectively to the
appropriate abuse department.
Overall it cuts a "significant" amount of "spam". but does "reguire" more
"TLC"...
