I sense m-to-n confusion here. When you say 'blocks mail for all sites,'
do you mean all entities hosted on the local cobalt with the
/etc/mail/access file? Basically, I'm confused as to the meanings of
sites and domains in the above quote.

Personally, I find spammers who have their own domains (i.e.:
not HotMail) to be generators of nothing but rubbish, and would
find no problem should those domains somehow be silenced. If
the domain is registered solely for receiving mail from suckers
falling for spam, then it's good for naught.
