Fixed the bound problem.... there were multiple listings of the IP
address to bind to the FTP Server? Found the fix in knowledgebase and
took them out.

Messages log, on the other hand is going ABSOLUTELY BONKERS:

Jun 20 03:30:03 ns1 proftpd[3145]: ns1.worldcops.com - cannot bind
66.33.22.115:21 to server 'ProFTPD', already bound to 'ProFTPD'.
Jun 20 03:30:03 ns1 proftpd[3145]: ns1.worldcops.com - cannot bind
66.33.30.189:21 to server 'ProFTPD', already bound to 'ProFTPD'.
Jun 20 03:30:03 ns1 proftpd[3145]: ns1.worldcops.com - cannot bind
66.33.22.117:21 to server 'ProFTPD', already bound to 'ProFTPD'.
Jun 20 03:30:03 ns1 proftpd[3145]: ns1.worldcops.com - cannot bind
66.33.22.118:21 to server 'ProFTPD', already bound to 'ProFTPD'.

This is going on constantly with every IP address on the server.

I also get this too:

Jun 20 03:30:03 ns1 proftpd[3145]: AllowChmod is deprecated, and will
not work consistantly, use <Limit SITE_CHMOD> instead.
