I'd think you can do it with Majorcool as a start, but you'd have to
write some stuff yourself. I hope you find that someone has created a
control for the majordomo on the RaQ, but before I got my first Raq the
Cobalt people specifically told me I should install my own list-manager
if I wanted to run my commercial lists on the RaQ, so I did my own
install of Majordomo.
