Can you reboot the server from the command line? Does it come up then?
Try restarting apache: /etc/init.d/httpd restart
...I did some research on this for you, and found that from other people
having the same problem, issuing a "killall httpd" before rebooting the
server should take care of it. Sounds like the apache process was
stopped but did not release the port.
But then again I might not know anything. :-)

hello
my apache is down.
I cant get any site, but mail and ftp works fine...
i got this line on /var/log/messages :
Jun 10 21:54:34 cobalt-gamma-01 kernel: VM: killing process httpd
and this line in /var/log/httpd/error
[Tue Jun 11 01:14:20 2002] [crit] (98)Address already in use: make_sock:
could not bind to port 80
How can I restart apache
Please help me !
