This still seems like a clue. Exact syntax:

/etc/httpd/conf/srm.conf:
Invalid command 'UserDir', perhaps mis-spelled or defined by a module
not included in the server configuration
/usr/sbin/httpd]
This is the line that has [UserDir web]
I am somewhat confused now since I see there are
/etc/admserv/conf/srm.conf files as well as /etc/httpd/conf/srm.conf files.
There's also access.conf files and one I was reviewing said:
[# This should be changed to whatever you set DocumentRoot to.
<Directory /home/sites/>]
In the /etc/httpd/conf/srm.conf file the documentroot is home/sites/home/web.
In /etc/admserv/conf/srm.conf the documentroot is /usr/admserv/html.
And another file I forget which had documentroot /usr/admserv/cgi-bin
So hopefully I don't need to be figuring all this out as am clueless at this point.
