Sounds like the admin web server might not be running.
Telnet/SSH into the box as admin, do an "su -" to become root, and try to
stop/restart the admin server by hand:
/etc/rc.d/init.d/admserv reload
See if that generates any errors at the command line, or in the webserver
error log (tail /var/log/httpd/adm_error).
