I believe it is more of a bootp server.
You have to boot the PC from the CD, You have no control of the init process.
According to Cobalt Instructions the Host PC and the RaQ to be restored have 
to be on a dedicated network. You can use a 100MB HUB but the PC and the RaQ 
are to be the only units connected.
