If the ISP is doing something funky with MTU or fragmentation,
yes.
My guess is it has something to do with their terminal server.
The fact that they can email you leads me to believe that their
MX can pass large packets through their border router to you
without incident.
Another interesting test would be for the person having trouble
to send mail using your MX. Have them transmit a message with a
sizable attachment to you. (They can't relay to the outside
world, but they can send directly to you.)
If it only affects that user, perhaps they fouled up their TCP
settings in the registry. Else suspect the ISP.
Again, can you provide tcpdump output?
