I read your later email first... If you want to temporarily change the
times at which the system cron directories are looped through, then edit
/etc/crontab.

I'm not sure, but if the time is set to a date more than a trivial amount of
time into the past cron might have gotten confused and died. Make sure
crond is running and check the logs.
