If you read the script /etc/rc.d/init.d/poprelayd the 'start' arguement
will check to see if it is running if it is running then it will first shut
it down then it will start it.
If you see it shutdown when you do start then it was running
you could also look and see if this file is present
ls /var/run/poprelayd.pid
