try   ps ax  | grep poprelayd
or   ps aux
and look for poprelayd

Works kind of funny, sometimes ps aux | grep poprelayd 
doesn't work on my system either, but  ps ax | grep poprelayd does
Also, I can't find it starting or restarting in any of the log files.

You also might want to check /var/log/maillog and see if it is logging pop 
logins, as that is where poprelayd gets the information to work.
