No there doesn't.  One can send mail without accepting, just like
one can browse the Web without running a webserver.

It's called whatever you want.  I can write a program, call it
anything, and have it send mail without using any MTA on the
local box, and without having it accept mail.  And it matters not
what someone else's box is running.
