Technically, no.  However, I like to have authoritative copies of
DNS on the same local network as any relevant servers.  It's not
hard to do, and having local auth DNS is handy... and, although
chances of getting cut off from external DNS are slim, you'll
certainly wish you had local records in those instances.

Note also that some configs use FQHNs instead of IPs... say one
sets up Apache in this manner.  It's good to have fast, correct,
authoritative records that you *know* aren't poisoned.

Bottom line:  Not *required*, but I personally recommend it.
Done properly, it's a bit of cheap insurance.
