That's what CMU does....I have done what you are asking many times from
Raq to RAQ. The only thing to beware of is trying to import a domain
which has a user within with the same name as one that already exists on
the server!

Another good reason to NOT use the default backup option on the Raqs.

I guess that's a last resort.

The only way I can think of is to ask your current provider to tar your
site up for you using --preserve-permissions or -p and when you untar it
use the same. IIRC, ftp'ing from your new machine to the old one doesn't
have any permissions preservation options. Sorry if this isn't much
help.
