Yes I too am having a similar problem. Have tried a few thing to see if i can get one to work, but they fail everytime. (Installing from BlueLinQ, Downloading from FTP site, and selecting the file to upload via install manually, and starting the upgrade from the command line.)
The only error I found in /var/log/messages was as follows

Perhaps there is a problem, yet it always fails silently from BlueLinQ
and the CLI, and Cobalt OS 6.4 is removed from BlueLinQ (untill you
click on check updates..).
I have no idea why this would be failing also.
