Hi,
The main things, as Eddy pointed out, are how 'down' is 'down'! The main
tests I'd be looking into are things like:
Ping,telnet,ssh,pop3 then onto webservices.
Generally if the RaQ has a hard time rebooting, it'll first reply to
pings, then to telnet (if its enabled) then to pop3 and lastly is either
web/admin servers and ssh services.
If you cannot get to any of those, do a tracert from your current
machine (traceroute if you're on a linux box that can spell traceroute
;) and see how far to your machine you can get.
As a side-note, never post your IP address to a public list, if you feel
you need to give somebody your IP, do it off-list.

you discover.
