Most likely the fans in your PC-tower don't move near as many cfm
(cubic-feet-per-minute) of air.  Those little fans in the RaQs (I don't
have a Qube so I don't know) are doing quite a job.

Maybe they would.  There's a lot of air being moved through those little
1-U boxes, and it's moving around a lot of interior components.  The
noise isn't being caused by the fan motors, it's being caused by the
movement of air.  Don't move as much air, you won't get as much noise. 
Or as much cooling.

In a secured rack at a secure colocation facility where the
air-conditioners move a lot more air, and therefore are much noiser, so
much that you don't even hear the fans in a room full of RaQs.
