The software distribution "OS 6.4" has not changed.  We have made two
changes to the package install mechanism.  

First, the package has been modified so that it can be re-installed
should the original install be interrupted by simply pulling the plug,
an inadvertent reboot, an inadvertently killed process, etc...  In the
vast majority of interrupted upgrade cases you will be able to restart
the installation process again.  As always, it's best to avoid hitting
the power button when upgrading your kernel ;-)

Secondly, application installation and upgrades are now run during a
reboot cycle with public services disabled to eliminate resource
contentions due to high service load.

Yes.  Waiting for RAID to synchronize before installing this is a good
idea to minimize stress and minimize downtime during the upgrade.  

If you have upgraded RAM please run the memory verification tool first:

While the MemoryTester is not a supported package this is healthy
preventative maintenance for your Qube as OS 6.4 installation is memory
intensive.

Download it again, the installation methods are more tolerant of
stressed Qubes.  

To reiterate, the older and newer OS 6.4 packages use different means to
a common end.
