Richard,
Sounds like you're having a problem with a site made on winblows. What
platform did you use to upload his site? I had a similar issue with a site
that had been developed by a newb in ultra-dev (why that instead of
dreamweaver I'll never know), and then cooked carelessly onto a cd. You
should make sure that frontpage extensions are turned on for that site, and
have your customer send the site from their machine. Hopefully the thing
isn't really all uppercase, and they just were careless burning the disk
they gave you. This just screams windows BS to me man. What web editor do
they use? Should be in the meta tags, take a look.

Ps. Our solution was to just remake the whole site, but it was an itty bitty
site, the newb used dynamic layers for everything, like they were new age
tables, didn't even know what tables were!
