Unless you hit scripts and such that want 755 access or 777 and
you get scripts that also want 777 sub-directories in your cgi-bin.

For me sometimes when I hit that I get frustrated and I do a
chmod -R 644 or 711 or other than go back and re-read the script
required installation notes and do more chmod from there..

Like I like to run IkonBoard as a message forum. It's nice
they have mySQL version now.  I also run another Thumbnailer
script for image/gallery display. 

That is beside the subject but I noticed the more junk
you have in your cgi-bin the harder is to keep track of things
and it's gets scary what you can and can't delete.

I was at the point where I was doing web sites for people
and was too lazy to design their own custom FormMail.*
or Mailer to handle forms and it was much easier
to goto mine and pico, add their domain/ip and let them use
mine.  Always updated, always secure just more load.

Than the time comes you move servers around and you get 
called from friends and such, "Hei the form is not working!"
