The wire/line that the local phone company (or local clec) brings into your location for whatever company to use to provide service to you.
How ever you want to word it, it is the line brought into your location. In a lot of cases the local phone company provides it and resells it to some other company to provide service to you. Today, some competitive local exchange companies (clec) can actually run the service themselves and it does not have to be the "local bell" company run the wire.
