Craziest thing, I can't get to the /admin GUI.
Netstat showed that port 443 was not open.
/etc/httpd/ssl showed site5 and site6
But no home
Which is kind of crazy as this server has no site 5 or site 6 it only has home
so I did a touch /etc/httpd/ssl home
restarted httpd and now we are listening on 443
But the admin GUI still will not come up.
The home site web redirects to another server, as it should.
srm.conf looks OK.
httpd had all the php load module and add module commented out.
AddType php statements were missing from the VirtualHost contaniner
So php is working again, still no admin GUI though

the server runs named, mail, and I have some php stuff in my admin directory.
