I suspect that they ARE over quota when their mail spool gets
copied to the volume on which quotas are enforced. Remember,
unless you're running maildir, the pop3 daemon must duplicate the
spool file.
What does "repquota -a" show on all fs for that user? Where are
the pop3d's temp files created? How large is that user's mail
spool?
The questions in the previous paragraph should provide the
answer...
