I might be totally wrong here, but I remember in my distant past having a
similar problem on a non-Cobalt server, and the fix turned out to be either
turning on or switching off Passive mode in the FTP client (it was a long
time ago!)
Again, I might be competely wrong, but it must be worth a try?! Look for
Passive mode in your FTP client and try playing with it!

I was thinking the same, but wouldn't that be only on the initial
connection?
