You may want to inspect the upgrade_me script.  Unpack the pkg file by
doing:

mkdir tmp
cd tmp
tar xfvz RaQ4-All-System-0.0.1-7657.pkg

Then inspect the upgrade_me script:

cat upgrade_me

I'm not familiar with the contents of that particular PKG from memory, but
it will contain 1 or more lines running the command "patch".  You'll
probably want to inspect the contents of the patch file(s) referred to and
check the files it's patching.  Either they don't exist or are already
patched.  In my experience, this error usually means the files are already
patched.  You can manually run the commands in the upgrade_me script,
included RPMs and patch files, but this won't get the PKG listed in the GUI
as installed.  To do so you'll probably want to remove the offending
patches, commands and/or RPMs, possibly installing a null RPM, rebuild the
PKG file and install it.  It may sound daunting, but it's not that bad once
you get the hang of it.  Register on the Cobalt developer site (required for
access), then visit http://developer.cobalt.com/packagefile/index.php for
more info.  Of course, you can always try to determine why the PKG isn't
installing or do something radical like re-installing the entire OS from the
OS restore CD, but I prefer the route I describe.  Good luck.
