Yes, sort of, it's only a tiny part of FrontPage Server Extensions.

mod_frontpage is only the Apache hook to run FrontPage server-side stub
CGI binaries.  mod_frontpage is dependent on fpexec, a suexec-style
binary that doles out high permissions to the stub CGI binaries.

fpexec, mod_frontpage, stub this-or-that, can be researched at
www.rtr.com.

suexec is a standard part of Apache 1.3.x which can be researched at
www.apache.org.

Will is a standard component of Sun Cobalt, which can be researched at
www.cobalt.com.
