srm.conf dictates what functions .htaccess files can control using the
AllowOverride control. Read up at:
http://httpd.apache.org/docs-2.0/mod/core.html#allowoverride
...This is toggled to "All" by enabling frontpage for a site.
Rewrite rules are enabled per-site. The Apache config file(s) in which
this is done varies by RaQ model.
