It sounds as if there's some other problem.
Download the Raq manual from the Cobalt site. Following the
instructions, us a null-modem cable to connect your RaQ to terminal
software running on your desktop system. You should see detailed
information scroll by as your RaQ attempts to start. That could give
you some information.
Perhaps your friend was wrong; perhaps the RaQ does have another
problem.
