Thank you Tom, your presumption with the simlink to a non-existing file
was right. I changed the links so it looks like the following

[root lib]# ls -la libgd*
-rw-r--r--   1 root     root       217950 Feb 24 11:25 libgd.a
lrwxrwxrwx   1 root     root           14 Mar  7 13:24 libgd.so -> libgd.so.1.8.4
lrwxrwxrwx   1 root     root           14 Mar  7 13:24 libgd.so.1 -> libgd.so.1.8.4
lrwxrwxrwx   1 root     root           14 Mar  7 13:24 libgd.so.1.8 -> libgd.so.1.8.4
-rwxr-xr-x   1 root     root       211097 Feb 24 11:25 libgd.so.1.8.4
[...]

on another RaQ i tried absolute links:

lrwxrwxrwx   1 root     root           23 Mar  7 13:29 libgd.so -> /usr/lib/libgd.so.1.8.4
lrwxrwxrwx   1 root     root           23 Mar  7 13:29 libgd.so.1 -> /usr/lib/libgd.so.1.8.4
lrwxrwxrwx   1 root     root           23 Mar  7 13:29 libgd.so.1.8 -> /usr/lib/libgd.so.1.8.4
-rwxr-xr-x   1 root     root       211097 Feb 24 11:25 libgd.so.1.8.4

but on all four RaQs (both 3 and 4) i still get:

[root lib]# rpm -Uvh /home/packages/mrtg-2.9.17-2.i386.rpm
error: failed dependencies:
        libgd.so.1 is needed by mrtg-2.9.17-2
