Jens, yes you can.  And I can tell you how.  But since telnet is inherently
insecure I'm not eager to give instructions since you and others may do so
thinking that takes care of security related issues when in fact it's a
false sense of security.  The problem with telnet isn't really controlling
who uses it, it's ensuring that no one uses it since anyone that uses it
will be sending data (including their username and password) in plain text
and that data can be sniffed.

If you want to ask how to limit SSH access to a certain IP address, that
might be easier for me or someone else to ask.
