Here's a quick synopsis; with a link to the actual PDF written by Steve
Gibson. In essence, a malicious user sends forged SYN packets to TCP/IP
routers. The TCP/IP routers receive the packets, believing that the forged
information is, in fact, the website in the forged information trying to
access their site. So the TCP/IP routers reply - and keep replying. There's
also some steps on what can be done to prevent it.
