I generally set my Qubes to use themselves as their Primary DNS and an ISPs
DNS as the secondary.  This way the Qube will consult its own list of
addresses for names before asking an external DNS.

When setting up the DNS Server on the Qube you need to enter local
addresses, not what your ISP has allocated you.  Your local workstations
should be configured to use your Qube as their DNS and hence they will get
the local address when they try to resolve your Qubes name.

This is why it works when you use the IP address but doesn't work when you
use the name.
