Try installing it from the commandline.  You may see error messages when you
use that method.

I've installed it from source on the RaQ - can't recall if I have
specifically on a RaQ3, but it should install fine on it.  IIRC, it was
fairly easy.  If you have experience installing from source, working from
the commandline and can follow instructions you should be able to install
it.  If you're going to install it from source and haven't looked at
Squirrelmail, I'd advise comparing both before deciding to go with NeoMail.
