Yes, if you remove one of the two drives from a RaQ 4r, and replace it
with a clean disk of the same size/characteristics, the server will
automatically mirror the content from the "full" drive to the new empty
drive for you once you power the server back on.

FYI, the "master" drive (primary IDE channel) is on the right side of
the RaQ as you look at it from the front.  In theory it shouldn't matter
which drive you pull, but if it was me, I'd remove the "secondary" drive
(secondary IDE channel, drive on the left side) and continue booting
from the "master" drive...
