I've always forgotten about this, and many times I've kicked myself on the
raq3s and been told this by an error prompt.
However, I've not tried this since installing SSH on particular box, and
not it allows me to SU from just about anyone... any ideas why?

Hi Greg,
On my RaQ2, only wheel users can su to root. .. _but_ if you're first
logged in as one of the wheel members, _then_ you su to another user...(not
a wheel member) .._then_ su to root, it is allowed. Your session still
belongs to admin. Test this by logging in as a non-wheel member directly,
they try to su root..it shouldn't work. Then login at admin, su another
user, su root and see if you get to root...you probably will get root.
