Have you checked /etc/inetd.conf? Somehow, ProFTPD is being relaunched with 
(every/a) new connection?

P.S. If ProFTPD was updated with the package, was the running ProFTPD shut 
down in that process? Did you reboot (yuck) with/after the update?
