Doesn't ever matter.  One very common method used by DNS-hosting
companies (ahem, we're a DNS-hosting company <smile>) is to have a
system behind a firewall acting as a master, then rsyncing out past the
firewall to the public machines, all slaves, but some acting as
"primaries" and some as "secondaries".

Note that the words "primary" and "secondary" are deprecated by most
people.  I still use "primary" to indicate the first nameserver listed
in the registry for your domain, and all the rest as "secondaries".
