If you want to disable per-user CGI functionality, I can explain
permissions and the ScriptAlias directive.

See my Jan 24 @ 15:59:50 GMT post in the "CPU heavily loaded..."
thread for another approach if you have multiple machines.  One
could also hack in similar functionality on a single system, but
it would require a bit more work.

Not sure how message delivery order works (my posts seem to hit
the list out of sequence, sometimes with many hours between mails
