If one follows the RFC, it's needed for registration. And I wish
that it were enforced to thwart people registering domains with
arbitrary NSen. But it's (at least with some registrars) no
problem to register domains even without DNS. :-(

IIRC, Sendmail's default MaxHopCount is 25. I frequently receive
messages with 10+ relay hops in the path without incident.
