It is enabled by default, however you can edit
/home/gossamer/fileman/lib/fileman.pl and change:
cmd_command => 1,
to a 0. You can enable/disable any of the other features there (only
globally though, not per user).
However, if you give your users cgi access, then they can do pretty much
the same thing outside of FileMan.
