4. The problem isn't the security... It's fairly secure as it is. The problem is administrator privelages to my sites.

you have V-I-C-T-I-M written across the back of your coat and we're trying to tell you about it.. it IS the big picture and the little picture.. You can't separate the two as you seem to think you can.
If you keep logging in as admin, that is, server admin, via ftp or other insecure means, you'll have a far bigger problem than not being able to access files from ftp. You might not have any files to access..
