[cobalt-users] error runnnig perl scripts on RAQ2

Hello I am trying to run a program made up of perl scripts. I keep getting the error below.
I checked cobalt support, redhat and google search and I am assuming from what I read it has to do with the permissions on the user/group of the files/directories involved. I have tried changing them over and over and over and no luck.
Its above my little unix knowledge. 
Can anyone help ?

This is running on the main domain of the RAQ2. there are virtuals on the box also.
I know there aer two directories home and www.florida-wireless.com
all changes I have made are in the www.florida-wireless.com directory (the acutal name of directory - guess the raq system made it).
I have tried changing the cgi-bin dir user/group no luck. 
If anyone can help out my wiped butt would greatly appreciate it.
