Their ISP probably has port 25 blocking. Some ISPs (Earthlink for one)
require that all outgoing mail go through their own SMTP server and they
block the use of port 25 for any other servers. They should try setting
their options for that account to receive mail from the RaQ account, but set
the sending server to be their ISPs.
