I don't believe Outlook can be set to check for mail before it sends, so
the first time the user tries to send/receive email, the send will
fail. But subsequent sends within fifteen minutes of the last mail
check should work fine.

The above "should" work; see Gerald's reply to make sure your DNS is set
up properly. Only other way is if your clients all have static IP; then
you can specifically allow them to send without first authenticating.
As far as Outlook... Microsoft is the one not doing it right. They'll
have the same problem using any hosting company's mail server.
BTW, most hosting companies no longer let anyone use their email server
for outgoing email; these days people are expected to use the server
supplied by their ISP, or their own, if their ISP allows it.
