This may occur if you don't control the IP address they are dialled up to.

If they user is dialed up to one of your ports, this problem should not arise. The pop before rule should only apply to people
dialling up from another account.

If the user is dialled up to another ISP, just POPing to you. Advise user to use the SMTP server belonging to their dial-up
provider.
